"They chose" to investigate in the defendant's belongings."
The legal counsel said items including baby oil, ointment and injection devices were found, and his stepchild contacted the law enforcement about his concerns.
She said the defendant proceeded to play the "sweet game" with six youngsters that night - Saturday 26 July - and they were everyone unwell the next day.
"Law enforcement" had not responded by that stage," she stated further.
The oversight body, the investigative body, previously told that it was investigating Leicestershire Police's handling of the events.
Mrs Prior said the children were unable to walk properly due to their condition, so the family member contacted the law enforcement again.
